La conférence débattra de la question de l’évolution du modèle économique du logement social en rapport avec les politiques européennes.
Trois thématiques majeures seront abordées:
- La question de la compatibilité des aides d’Etat au logement social par rapport au régime communautaire des aides d’Etat, à travers le contentieux luxembourgeois, et la révision de la décision communautaire sur les aides d’Etat concernant le logement social en tant que service d’intérêt économique général
- Le financement du logement social dans la perspective de l’initiative communautaire de l’entrepreneriat social et de son mode de financement solidaire
- L’enjeu énergétique pour le logement social, les perspectives de la directive sur l’efficacité énergétique, la réforme des fonds structurels européens et la rénovation thermique des logements sociaux
The conference will discuss the question of evolution of the economic model of social housing in relation to EU policies.
Three main topics will be tackled:
- Question of compatibility of State aids to social housing with the community system of State aids, through the contentious of Luxembourg, and the reform of the EU State Aid rules on social housing as services of general economic interest
- Financing of social housing in the perspective of the community initiative on social entrepreneurship and its mode of social financing
- Energy and social housing, the perspective of the Energy Efficiency Directive, the reform of the European Structural Funds and the thermic renovation of social housing
