Le consortium auquel participe Adetef, et qui comprend, du côté français Egis, CSTB et Ademe, vient d’être préqualifié par la délégation de l’UE à Pékin pour un important projet d’assistance technique (4 ans, plus de 9 M EUR de prestations) intitulé Eco cities. L’objet un peu général, tel que rédigé en anglais dans les TOR (termes de référence) est le suivant :
The purpose of this project is to provide technical assistance to the Chinese Ministry of Housing and Urban-Rural Development (MoHURD). Through providing technical assistance to MoHURD, the EC-LINK’s project purpose is to assist Chinese cities in adopting energy and resource efficient ecological solutions by sharing experiences on sustainable urbanisation and other relevant policies between Europe and China.
Nous cherchons 3 experts à plein temps pour une durée de quatre ans chacun, de préférence maîtrisant le chinois. J’ai conscience que cela ne se trouve pas à tous les coins de couloir mais on peut avoir un coup de chance et tomber sur un candidat qui aurait le profil et par ailleurs vos réseaux peuvent avoir ce type de profils :
- un chef de projet, basé 80 % de son temps à Pékin
The Team Leader will be responsible for the overall coordination of the technical assistance and ensure effective coordination between all project components. She/he will further have to demonstrate the ability to mobilise and manage technical specialists as non key experts for delivering the various technical tasks under the project.
The Team Leader will be also assisting the project task force by complementing the Project Director’s vision on the project’s strategic direction, guaranteeing the efficiency and effectiveness of the overall project management and implementation, including that project outputs and reports are appropriate, consistent, timely and of good quality.
In order to ensure the successful implementation of the project, close relationships will need to be established between the project Team Leader and the EU Delegation on the one hand and MoHURD, the Ministry of Commerce as well as all other ministries and wider stakeholders to be involved in the project on the other hand (both European and Chinese). - Un expert en développement urbain durable
She/he will be familiar with the design and implementation of a variety of sustainable urban development/eco-low carbon cities related activities, and will provide assistance to the project task force mainly on the component “Urban sustainability help-desk”: under this component, activities will be implemented to strengthen the capacity of municipalities in applying eco-low carbon principles to urban planning, design and management as well as in raising and access financing sources. - Un expert en développement urbain durable, maîtrisant les outils de formation et de communication.
She/he will be familiar with the design and implementation of a variety of knowledge management and experience sharing related activities, and will provide assistance to the project task force mainly on the component “Support mechanism, cities networking, knowledge sharing and dissemination” : under this component, which is the core and most innovative part of EC-LINK, a bilingual knowledge platform, based on Information and Communication Technologies and on a physical secretariat will be shaped.
On voit bien la logique: un expert très senior à la conduite de projet UE, de préférence en Chine et dans ces thématiques; un expert senior sur ces sujets avuant déjà une expérience ave la Chine; un bon expert de ces question maîtrisant tous les outils de communication, d’échanges d’infos, d’édition, de formation…
